To open the Edit Rating window either click on :
Click the Rate Deck name in the RATE DECK NAME column

on the Relationship’s Rating page, or
...
Click the ellipsis to the right of the download Rate Deck icon and then select Edit.

The Location, Direction, Relationship and Rate Deck type cannot be changed.
